Pearls of Wisdom, Vol. 6 No. 27 – The Goddess of Justice, Portia – July 5, 1963
The oft-repeated tale of the unfortunate maiden whose life was forfeited in innocence — she having been falsely accused of stealing a string of pearls — is a classic illustration of the miscarriage of human justice. The figure of Justice holding the scales stood in the town square where she suffered her cruel fate. Her innocence was proclaimed by Heaven when a bolt of lightning struck the scales of justice, dashing them to the street and revealing within one of the scales a swallow’s nest in which had been woven by the birds . . . the lost string of pearls.
Blessed Ones, may I remind that it is not the blindness of Heaven nor of the Goddess of Justice which convicts the innocent, but rather a lack of discernment and the concept of true equity on the part of mankind that does injustice to Justice. The existence of Courts of Last Resort and Courts of Appeal testifies to man’s recognition that all administration of so-called justice, meted out by men, is not truly just. For this reason the Great Masters have always admonished, “Judge not.” And yet, those charged by law with the responsibility of interpreting and administering those codes which have been enacted as means of maintaining orderly government upon Earth are, in most cases, acting according to their highest concepts of Truth. The latter, for the most part, do attempt to establish in their decisions and decrees those traditions which will make the rule of law a blessing rather than a bane.
Mankind are often prone to criticize that which they do not thoroughly understand. Notwithstanding, progressive suggestion and understanding must replace ignorant faultfinding in regard to the necessary laws of the nations, which are indeed complex, being based as they are upon centuries-old precedent and the experience of many astute and sincere men and women.
The rule of Justice is intended to be one of law, and the purpose of law is to secure the blessings of Liberty to all men and their posterity. Safety throughout the tenure of earthly life includes the rights of property and person. National law supersedes state law in the united community of states. International law ought then to supersede that of each nation and strengthen the bond of “World Equity.” Men ought to gaze upon the phenomenon of LAW as the rule of Justice and seek to establish LAW as Justice.
Come, now, let us reason together: When the Golden Rule is loved, understood, and obeyed by all, will not Divine Compassion, governing in each individual life, make the rule of law unnecessary? Likewise, will not this Golden Rule “Oversoul” act as a universal mandate to relieve the necessity of human law? Yet, woven in the great Temple Courts of Atlantis, where the magnificent spiritual inheritance of Atla ruled, some degree of Justice was administered as a public necessity by the High Priests of Atlantis.
The intentions of men are weighed carefully by The Karmic Board, it is true, in meting out the Justice of Heaven, but greater by far than all human “well-meaning” are the results of men’s acts upon one another. Of course, through misunderstanding and misinterpretation, many have suffered in a most dire manner at the hands of another whose every intent was good. Each case, then, brought before The Great Karmic Board requires the utmost skill in order to set before each lifestream and all parties to every case the greatest possible Opportunity to work out their individual destinies under Divine Guidance so as to afford the greatest possible degree of spiritual progress.
O, mankind, in all of your hearts’ cries for Divine Justice and for justification of yourselves, do you not realize that the best Gifts are obtained from God for the asking, and that through the just use of those Gifts you attain new and untapped treasures of your Infinite Inheritance? Do you not know that through obtaining from the Hand of Heaven such gifts as Wisdom and Justice (manifest as a spiritual sense of discernment) you can find greater happiness here and now and more glorious Spiritual Freedom through the unfolding of the Divine Plan for you? So many call for Justice, yet upon themselves practice the most frightful deceits!
Honest evaluation of your Immortal, God-given Treasures, which are administered by Heaven without partiality or favor, will cause you to seek your own portion of God’s wonderful LAW OF JUSTICE. Mere words can never describe what a blessing you will obtain or how much Freedom you will enjoy when you cut yourselves free from the need to feel bound by human concepts. I do not imply that all human use of thought has evolved wrong concepts; I simply report that those which are not founded upon Justice and Truth are erroneous and those which are founded upon the Law of Righteousness are a part of Cosmic Honor and Righteousness.
It is the real and “Divine Sense” of Heavenly Justice that I would inspire within you, the feeling of security that rises in the Hearts of those whose every thought and deed can echo the inscription upon the coins of the United States, “IN GOD WE TRUST.” O, in the Name of Cosmic Justice, let men and women hourly reiterate their faith and trust in God, and let them do so in the spiritual awareness of the vibrant Reality of Cosmic Justice, permeating the Universe. Let the Divine Idea be your mandate of “Cosmic Independence” and emancipation from all sense of the false and unreal.

Lady Master Portia is known in the inner temples of Light as the Goddess of Justice and Divine Opportunity. She embodies the balanced heart of the Seventh Ray — the violet-silver flame of mercy, alchemy, and divine timing. Her service unites the cosmic principles of mercy and justice, fusing love and law into one harmonious current that restores equilibrium within the soul and within the world.
In the language of the Masters, Portia is the twin flame of Saint Germain, hierarch of the Aquarian Age and Chohan of the Seventh Ray. Together they preside over the dawn of freedom’s cycle for Earth, holding the balance of transmutation and forgiveness through the sacred fire.
🌟 Origins and Attainment
Portia attained her ascension thousands of years ago through many lives of service to the flame of divine justice. In her long evolution she mastered the law of cause and effect and entered into complete harmony with the mind and heart of God. In that victory she became a cosmic being, one who can represent entire qualities of the Godhead.
Ancient traditions tell that she once walked among humanity as a great lawgiver and counselor, one who guided early civilizations in understanding divine order. Some esoteric historians identify her with figures such as Justitia, the Roman goddess who personified divine law; others sense her vibration in the archetype of Ma’at of Egypt — she who weighed the hearts of souls upon the scales of Truth. Whether or not she embodied under these names, their qualities mirror her divine office: equilibrium, rectitude, and mercy blended as one.
It is said that for long ages Portia served within the Great Silence, that sphere of cosmic contemplation where beings of great attainment guard the inner balance of worlds. When humanity entered periods of confusion and imbalance, she withdrew, maintaining the flame of justice inviolate until the karmic cycle allowed her return.
In more recent centuries, Portia re-emerged to stand beside Saint Germain as co-sponsor of the new Aquarian dispensation. She stepped forth again in the twentieth century to help the Earth’s evolutions understand that justice is not punishment, but divine opportunity — the open door through which mercy and freedom may flow.

Keeper of the Balance
Portia serves upon the Karmic Board, the great council that oversees the return and resolution of karmic energy for all life upon Earth. She holds the Scales of Justice, ensuring that every cause meets its lawful effect with mercy and perfect timing. She does not act as judge or avenger; rather, she measures the intentions of the heart, balancing the record of each soul so that divine opportunity is never withheld.
Her scales are living instruments of light. On one side rests the record of human experience — the karmic debts, resentments, and misuses of energy; on the other rests the potential of the soul’s divine plan. When these are brought into alignment through forgiveness, service, and invocation of the violet flame, the soul’s destiny unfolds with new freedom. This is Portia’s gift: justice that liberates.
Union of Mercy and Law
Although she bears the title Goddess of Justice, Portia has said that “Mercy holdeth my hand for aye.” To her, justice without mercy is sterile, and mercy without justice is chaos. As co-regent of the Seventh Ray with Saint Germain, Portia sustains the flame of transmutation and freedom. The violet flame that purifies karma also restores balance; hence mercy and justice are not two different currents but one continuous flow of sacred fire. Portia teaches that justice can be invoked through the violet flame, transforming discord into harmony and debt into wisdom.
